Chicago: Mayor Brandon Johnson Announces Appointments to Department of Fleet and Facility Management and Department of Human Resources

CHICAGO — Today, Mayor Brandon Johnson announced the appointments of JuanPablo Prieto as Commissioner of the Department of Fleet and Facility Management (2FM) and Tiheta L. Hinton as Commissioner of the Department of Human Resources (DHR). Prieto and Hinton bring extensive backgrounds managing complex government operations, improving organizational systems, developing talent, and serving Chicago's communities.

"JuanPablo has spent his career bringing people and institutions together to improve operations, expand opportunity, and deliver results," said Mayor Brandon Johnson. "His experience managing complex programs, working across government, and building partnerships will serve our city well as he takes on this important role. I am confident that JuanPablo will bring the focus and commitment needed to ensure 2FM continues providing the essential services that keep our City operating every day."

JuanPablo Prieto currently serves as Director of Diversity Programs and Disadvantaged Business Enterprise Liaison Officer for the Chicago Transit Authority (CTA), where he oversees contracting equity, small business development, labor compliance, and employment initiatives. Prieto joined CTA in 2014 and has served as Director of Diversity Programs since 2018.

Prieto has helped advance cross-agency efforts involving the City of Chicago, Cook County, the State of Illinois, and regional transportation agencies. From September 2019 to February 2020, he was detailed to the Mayor's Office, where he helped develop citywide construction workforce strategies and co-founded the Chicago Construction Careers Council. Since 2018, DBE firms have been awarded more than $949 million on CTA contracts, while workforce initiatives under his direction have generated more than $51 million in wages for residents of economically disadvantaged areas.

The son of Colombian immigrants and a lifelong Chicagoan, Prieto is a Chicago Public Schools graduate and earned a Bachelor of Arts in Industrial/Organizational Psychology from DePaul University. He is a graduate of the University of Chicago Civic Leadership Academy, Metropolitan Leadership Institute, Chicago Latino Caucus Foundation Leadership Academy, and CTA Leadership Development Program. Prieto also serves on the boards of La Casa Norte, the Latino Worker Safety Center, and the Spanish Coalition for Housing, where he serves as Treasurer.

Tiheta L. Hinton is a public-sector executive with more than 20 years of experience in municipal human resources, workforce management, organizational change, and public administration. Her career has focused on improving how public institutions recruit and support employees, structure teams, manage change, and create greater accountability.

"Tiheta understands that our ability to deliver for Chicagoans starts with the people who make City government work," said Mayor Brandon Johnson. "She brings decades of experience managing teams, improving organizational systems, and navigating complex personnel and operational challenges. Her approach to public service will help us continue building a City workforce that is supported, effective, and prepared to meet the needs of our residents."

At the City of Chicago, Hinton has restructured teams and improved internal processes by establishing clearer roles and procedures, accelerating a longstanding approval process, and introducing performance tools to better track milestones, responsibilities, and delays. She has also addressed staffing and retention challenges by modernizing recruitment and selection practices and creating pathways for specialized talent.

Hinton. "Our City workforce brings extraordinary talent, experience, and commitment to public service, and I'm excited to build on that foundation. I look forward to working alongside employees and departments across the City to invest in their growth, expand opportunities for professional development, and ensure we continue attracting and retaining the talented people who make Chicago's government work for its residents."

Hinton has managed employees represented by AFSCME Council 31, balancing collective bargaining requirements, staff development, and operational demands. She has also worked to expand access and participation for diverse partners and vendors and developed feedback systems to identify barriers and improve processes and performance.

Hinton earned a Master of Science in Nonprofit Management from Spertus Institute and a Bachelor of Arts in Public Administration from DePaul University. Her public service has been recognized with the Marks of Excellence Public Administration Award from the National Forum for Black Public Administrators Chicago Chapter. Her civic involvement has also included local school governance and volunteer service supporting Chicago families.

Mayor Johnson's appointments of Prieto and Hinton are subject to approval by the Chicago City Council.
