Bloomington Redevelopment Commission Advances Next Steps for 714 South Rogers Public Safety Facility

~ The Bloomington Redevelopment Commission (RDC) has unanimously voted in favor of supporting the renovation and/or expansion of the property at 714 South Rogers as a new public safety facility. This decision was made during their meeting on Monday, Sept. 14.

The project aims to address long-standing operational and infrastructure issues at the current headquarters of the Bloomington Police Department, located at 220 East Third Street. The current facility lacks adequate space for important police functions such as investigations and victim interviews, and has also suffered significant flood damage in 2021. Additionally, water infiltration continues to be a problem.

In November 2025, the RDC had approved an agreement worth $58,250 with American Structurepoint to conduct a feasibility study on adapting 714 South Rogers for public safety use. The study included evaluating different approaches and providing preliminary cost estimates, but did not establish a final design or construction budget.

The resolution passed by the RDC shows their support for further development of the City-owned property to be used for police operations, Central Emergency Dispatch, and potentially other public safety functions. However, if Central Emergency Dispatch is to be co-located at this site, it would require coordination with Monroe County.

Furthermore, the resolution also expresses the RDC's willingness to consider issuing tax increment financing bonds of up to $30 million for this project. It should be noted that this does not authorize the issuance of bonds; any future bond issuance would require separate RDC action and approval from the Common Council.

Now that the site resolution has been approved, the next steps will involve refining the project scope, selecting an owner's representative and architect, and developing more detailed design and cost estimates. The RDC remains committed to ensuring that this project is carried out efficiently and effectively for the benefit of public safety in Bloomington.
