Spokane City Clerk To Retire After 30 Years In Role, Successor Named

~ Spokane City Clerk Terri Pfister has announced her retirement after 35 years of dedicated service to the City of Spokane. In her place, Mayor Lisa Brown has appointed Giacobbe Byrd as the new City Clerk, ensuring a smooth transition for the city.

Pfister has been an integral part of the city's administration for three decades, providing crucial support to both the executive and legislative branches. Her responsibilities included maintaining City Council agendas and minutes, managing public records requests, and promoting government transparency. She holds the record for being the longest-serving clerk in Spokane's history and has overseen more than 1,200 council meetings.

Throughout her career, Pfister has earned numerous accolades for her exceptional work. She received her Certified Municipal Clerk designation in 1998 and her Master Municipal Clerk designation in 2008. In 2007, she was named "Clerk of the Year" by her peers from the Washington Municipal Clerks Association. Additionally, she was awarded City of Spokane Manager of the Year in 2014.

Expressing gratitude for her time with the city, Pfister said, "It has been a privilege and honor to serve the City of Spokane and its citizens as City Clerk for the past 30 years. Dealing with public records may not be glamorous work, but it is crucial in fostering openness and transparency in government." She also quoted eminent political scientist Professor William Bennett Munro to highlight the importance of a municipal clerk's role.

Mayor Lisa Brown praised Pfister's dedication and attention to detail, saying she will be deeply missed by both the organization and the public she served diligently. "Terri is known for her thoroughness and remarkable eye for detail," said Mayor Brown. "She has been an invaluable asset to our city and has more than earned her retirement."

At the same time, Mayor Brown expressed excitement about Byrd stepping into his new role as City Clerk. Byrd has been serving as the Spokane City Council's Office Director since 2023 and previously worked as Legislative Assistant to former Council Member Lori Kinnear. He also has experience working as an investigator for the House Appropriations Surveys and Investigations Unit in Washington, DC. Byrd is a graduate of Georgetown University, where he majored in Government and English.

Pfister also expressed her confidence in Byrd, saying, "I am forever grateful to the City of Spokane for entrusting me with the City Clerk role and my previous roles with the city for the past 35 years. I also want to thank the wonderful staff in the City Clerk's Office for their dedication and hard work throughout the years. There is no success without your team! I look forward to Giacobbe Byrd taking the helm and wish him success in his new role with the city."

Byrd himself is honored to be following in Pfister's footsteps and continuing her legacy of public service. "Terri and her team have built an office focused on accuracy and responsiveness, and I feel fortunate to be carrying on her legacy as I step into this role," he said. "It is unique to have a seamless transition in a position like this, and I look forward to continuing the public service-driven mission she has so intentionally crafted."

Byrd's appointment will be introduced to the City Council at the Urban Experience Committee meeting on June 15th. With Pfister's retirement and Byrd's appointment, Spokane can expect a smooth transition of leadership in its City Clerk's Office.
