Place these stations in areas where owners frequently walk their pets, and consider creating a map as a quick reference guide so everyone knows where they are located. The HOA may also want to build a dog park or other designated area where owners can take their pets.

Encourage homeowners to keep their dog on a leash when outdoors so that they can maintain greater control and know exactly where their dog is at all times. This can prevent it from running up and scaring others, or going into areas where it should not be. Having a well-trained dog that responds to commands can also help to minimize disturbances such as excessive barking.

"Remind homeowners about community rules and regulations when it comes to pets as well, so they know what to expect," says Kuester. "If there is a violation, explain what the problem is, then discuss some reasonable ways to address it. Oftentimes members don't realize that there is an issue until someone points it out. Work together to find a solution."
