Governor Abbott Appoints Three To Texas Early Learning Council

~ Governor Greg Abbott has recently appointed three new members to the Texas Early Learning Council, a state advisory council required by the Improving Head Start for School Readiness Act of 2007. The appointees, Jan Lacina, Ph.D., Jennifer Vincent, and Jennifer Warren, Ed.D., will serve on the council until their terms expire at the pleasure of the Governor.

Jan Lacina, Ph.D., hailing from Fort Worth, brings a wealth of experience to the council. She currently holds the Bezos Family Foundation endowed chair for Early Childhood Education and is a professor at Texas Christian University (TCU). In addition, she serves as the interim executive director for TCU's Lab Schools - Starpoint and KinderFrogs Schools. Lacina is also an associate editor for the Early Childhood Education Journal and an international ambassador and journal board member for the United Kingdom Literacy Association. She is also a member of both the International Literacy Association and the American Educational Research Association. Lacina holds a Bachelor of Science in Education and Interdisciplinary Studies from Baylor University, a Master of Science in Elementary Education from Texas Woman's University, and a Doctor of Philosophy in Curriculum & Instruction from the University of Kansas.

Jennifer Vincent, from Port Neches, brings her expertise in daycare operations to the council. She currently serves as a director of field for daycare operations at Texas Health and Human Services Commission. In her free time, Vincent volunteers with YoungLife. She holds both a Bachelor and Master of Science in Family & Consumer Sciences from Lamar University.

Jennifer Warren, Ed.D., based in Bryan, has an extensive background in special education programs. She currently serves as executive director of special programs at Bryan Independent School District. Warren is also involved with various organizations such as the Texas A&M University (TAMU) Council of Educator Prep Advisory Council and the Texas Workforce Commission Early Learning Advisory Committee. She is also a board member and former chair for the Texas Council of Administrators for Special Education. In her spare time, Warren volunteers with TAMU Student Council of Exceptional Children, the Brazos Valley Food Bank, and Still Creek Ranch. She holds a Bachelor of Arts in Communications from TAMU, a Master of Education in Educational Leadership from Stephen F. Austin State University, and a Doctor of Education in Educational Leadership from Lamar University.

The Texas Early Learning Council utilizes its diverse representation to promote coordination and collaboration among state agencies and local program and service providers. Their goal is to improve the quality of and access to early childhood services across Texas. With the addition of these three new members, the council is well-equipped to continue their important work in supporting early childhood education in the state.
