Boston: Notice of Finding of No Significant Impact and Notice of Intent to Request Release of Funds - Hollins Park: August 7, 2026

~ Boston, MA- The City of Boston and the Commonwealth of Massachusetts have announced their plans to undertake a new affordable housing project in the Dorchester neighborhood. The project, known as Hollins Park, will be located at 191 Bowdoin Street and will consist of 33 units of affordable housing for families.

The Mayor's Office of Housing (MOH) will be submitting a request to the U.S. Department of Housing and Urban Development (HUD) on August 26, 2026 for the release of federal HOME Program Funds. These funds are made available through the HOME Investment Partnerships Act and will be used to support the construction of Hollins Park.

The project, which is estimated to cost approximately $24 million, will involve the demolition of an existing house and garage on the site. In its place, a four-story building will be constructed with a total gross square footage of 35,934. The building will include eleven one-bedroom units, eighteen two-bedroom units, and four three-bedroom units. Additionally, there will be four handicapped accessible units and thirty-six bike storage spots for residents.

Viet Aid has been selected as the project developer and the City of Boston has determined that there will be no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act is not required.

However, members of the public are invited to submit written comments on the project until August 25th. These comments can be sent via email to erresponses@boston.gov and should specify which notice they are addressing.

Once all comments have been considered by the City of Boston, Mayor Michelle Wu will certify to HUD that all responsibilities in relation to environmental review have been satisfied. This certification allows for HUD program funds to be used for this specific purpose.

In accordance with HUD regulations at 24 CFR part 58, objections to this release of funds can be submitted within eighteen days following the anticipated submission date or actual receipt of the request. These objections must be prepared and submitted via email to cpdrrofbos@hud.gov.

Mayor Wu has expressed her support for this project and has consented to accept the jurisdiction of the Federal Courts if any action is brought to enforce responsibilities in relation to the environmental review process.

Hollins Park is expected to provide much-needed affordable housing for families with a range of incomes at or below 60% area median income. The project will not only benefit residents but also contribute to the overall development and growth of the Dorchester neighborhood.

With plans in motion and funding secured, the City of Boston and the Commonwealth of Massachusetts are taking a step towards addressing the affordable housing crisis in their community.
