Bloomington: City Names Lynn Coyne Interim Director of Planning and Transportation

~ Bloomington Mayor Kerry Thomson has announced the appointment of Lynn Coyne as the Interim Director of the City's Planning and Transportation Department. This decision is pending a vote by the Bloomington Plan Commission before Coyne's official start date. He will be taking over for David Hittle, who has accepted a position with the City of Charlotte, North Carolina. Hittle's last day with the City of Bloomington will be July 10.
Coyne is a well-known figure in the Bloomington community, with decades of experience in various fields such as law, real estate, economic development, higher education, and civic leadership. He has held positions such as President and CEO of the Bloomington Economic Development Corporation, Assistant Vice President for Real Estate at Indiana University, Associate University Counsel at Indiana University, and Special Assistant to the Vice President for Capital Planning and Facilities at Indiana University. He also has experience practicing law in Bloomington, focusing on real estate, business transactions, and public sector matters.

In a statement regarding his appointment, Mayor Thomson expressed confidence in Coyne's abilities to lead the Planning and Transportation Department. "Bloomington's Planning and Transportation Department plays a crucial role in my priorities for our city - providing affordable housing, strong neighborhoods, safer streets, sustainability, inclusion, and an overall quality of life that encourages people to stay," said Thomson. "Lynn understands Bloomington and knows where good projects often get stuck. His experience will help improve our processes and strengthen collaboration with residents, builders, employers, and community partners."
Coyne's interim appointment comes at a time when the City is working on several important projects related to planning and development. This includes a review of permitting and plan review processes across different departments as well as proposed amendments to the Unified Development Ordinance (UDO) that focus on housing and business compliance. The City also continues its efforts to support attainable housing and neighborhood-scale development. The results of the permitting assessment are expected to be released this summer, while the UDO amendments are on track for consideration by the City Council after its summer recess.
