TCM Pro Launches Nationwide COTC Cover as Waste Sites Face October Tracking Deadline

ALTRINCHAM, U.K. - Rezul -- From 1 October 2026, every permitted or licensed waste receiving site in England, Wales and Northern Ireland must record the waste it takes in through the government's Digital Waste Tracking service. Paper transfer notes and consignment notes, filed away and reviewed long after the fact, give way to a digital record the regulator can see as it happens.
TCM Pro, a new service supplying qualified technically competent managers to permitted waste sites anywhere in the UK, argues the change will alter something operators may not have thought about: how quickly a competence problem gets noticed.
Technical competence and waste tracking are separate conditions on the same permit. One requires a named holder of a CIWM (WAMITAB) Certificate of Technical Competence to oversee the site for a set proportion of its operating hours. The other requires the site to log what arrives at the gate. Different obligations, same permit, same regulator.

TCM Pro said: "Nearly every operator we speak to is focused on the tracking system, and quite right too, because that is the deadline with a date attached. The risk is a competence gap sitting quietly underneath it. Under paper records, a missing technically competent manager usually surfaced at a routine inspection, which might be a long way off. Once a site is filing digital records of every load it receives, its operating pattern becomes much more legible. Our expectation is that competence questions start following on from that."
TCM Pro covers sites across England, Wales, Scotland and Northern Ireland, on a short term basis during absence or recruitment, or as a standing arrangement. It has published free reference material rather than putting it behind an enquiry form, including a lookup table covering the full range of CIWM (WAMITAB) operator competence qualifications from low through medium to high risk, and a plain guide to the October timetable and what it requires. The service also recruits qualified COTC holders looking for flexible paid work covering sites.

The October date is only the first phase. Scotland follows in January 2027, and registered waste carriers, brokers, dealers and exporters are brought in from October 2027, alongside separate changes already working through the sector from the SR2022 standard rules consolidation and the POPs waste rules.
