Tacoma: Planning Commission Seeks Community Feedback on Draft Changes to Off-Street Parking Code

~ The Planning Commission of Tacoma has recently released proposed changes to the city's off-street parking regulations for public review and comment. The changes, which were discussed at the Commission's July 1 meeting, aim to align the current code with new state legislation and promote community goals related to housing affordability, multimodal transportation, and redevelopment of surface parking lots.
Community members are invited to share their feedback on the proposed changes at a public hearing on August 5, 2026. The hearing will take place at 5:30 p.m. in the Tacoma Municipal Building, located at 747 Market St., on the first floor in Council Chambers. For those unable to attend in person, the hearing will also be accessible via Zoom or by calling (253) 215-8782 and entering the meeting ID: 844 1662 4153.
The draft changes come as a response to recent state legislature action that has limited cities' ability to mandate off-street parking requirements. As such, the proposed changes aim to provide more flexibility for property owners while still promoting community goals.

One major change proposed is the removal of off-street parking minimums citywide. This would give property owners more control over how much parking they provide without prohibiting it altogether. Existing rules related to design, landscaping, and development of parking areas will still apply if parking is provided.
In addition, accessibility requirements for parking are also being addressed in the draft changes. Following previous direction from the Planning Commission, these requirements will be removed from the zoning code and instead rely on applicable state building code requirements and federal Americans with Disabilities Act (ADA) standards.
So far, community feedback has focused on prioritizing pedestrian and cyclist safety, creating more green space, and developing walkable neighborhoods. Those interested in participating in the public hearing or submitting comments can find more information at tacoma.gov/parkingcodeupdate. The public comment period ends on August 7, 2026.
After the comment period ends, staff will present a summary of public input and recommendations to the Planning Commission for a proposal to be presented to the City Council. The proposed changes have the potential to greatly impact the city's off-street parking regulations and community goals, making it important for community members to share their feedback and participate in the public hearing.
