Spokane: Male In Custody After Puppy Is Thrown From Moving Vehicle During Argument; Puppy Located By Neighbor Unharmed

~ Spokane Police responded to a disturbance call on January 21, 2026 at approximately 12:40 p.m. in the area of 5000 North Wall. According to multiple 911 calls, a male and female were involved in an altercation with the female screaming from the back of a moving truck.

One witness reported hearing the female yelling that a puppy had been thrown out of the truck while it was in motion. Concerned for the safety of both individuals, officers quickly arrived on the scene and spoke with the female. Due to the events that had taken place, she was transported to a nearby hospital for further evaluation.

Upon further investigation, officers confirmed that an 11-week-old puppy had indeed been thrown from the moving truck. Fortunately, a neighbor called 911 shortly after to report that they had found and taken possession of the puppy. The puppy was unharmed and reunited with its owner.

As authorities continued their investigation, both parties involved were arrested. The male, identified as 44-year-old Daniel Kolle, was booked into Spokane County Jail on charges of 2nd Degree Animal Cruelty. The female, Melissa Pagel (46), was taken into custody for 4th Degree Assault- Domestic Violence.

Images related to the incident include a vehicle believed to be involved in the altercation. The Spokane Police Department is urging anyone with additional information about this incident to come forward and assist with their ongoing investigation.
