New Digital Waste Tracking Rules Bring Added Compliance Duties for UK Anaerobic Digestion Plants

IPPTS Associates highlights what the new mandatory waste reporting system means for food-waste AD plants, farm digesters and operators considering co-digestion
SHREWSBURY, U.K. - Rezul -- Anaerobic digestion plants receiving controlled waste are among thousands of permitted waste facilities facing new reporting requirements following the introduction of mandatory Digital Waste Tracking in England and Wales.
From 1 October 2026, organisations licensed or permitted to receive controlled waste must digitally report details of qualifying incoming loads through the government's new Report Receipt of Waste service.
Reports will normally have to be submitted within two working days, making accurate weighbridge records, waste classification and administrative procedures increasingly important for food-waste AD operators.
Steve Last, Chartered Civil & Environmental Engineer and Principal of IPPTS Associates, says the change also highlights an important distinction between what an anaerobic digester is technically capable of processing and what its operator is legally authorised to accept.

"The fact that an anaerobic digester can biologically process a material does not mean that the operator is legally authorised to accept it," said Last.
"This becomes particularly important when operators consider co-digestion or alternative feedstocks. The environmental permit or other applicable authorisation must allow the material to be accepted."
The first mandatory phase does not apply equally to every agricultural AD plant. It covers licensed and permitted sites receiving controlled waste in England and Wales. Operations solely under registered waste exemptions are outside this initial phase, although exemptions are expected to enter Digital Waste Tracking later.
For waste-fed digesters, Last believes the implications extend beyond regulatory administration.
"Information about what comes through the gate should be regarded as process information as well as regulatory information," he said.
"Operators need to know where material came from, what it is, how much was delivered, whether it was correctly classified and whether the plant is authorised to accept it."

Better traceability could also help identify recurring feedstock-quality and contamination problems, particularly at food-waste AD plants receiving material from numerous suppliers.
More than 12,000 permitted waste sites in England are included in the initial rollout. Mandatory receiving-site reporting is scheduled to extend to Scotland and Northern Ireland in January 2027, with further expansion of the system planned.
