Madison: Updates to Winter Alternate Side Parking Program
Rezul News/10719837
~ Madison, WI - The City of Madison is taking steps to improve its Alternate Side Parking Program in order to enhance safety, efficiency, and communication during the winter months. As part of this effort, the city will be testing a new approach for the upcoming 2025-2026 winter season.
Under this new model, enforcement of alternate side parking rules will only begin when the Street Superintendent declares the first general plowing operation or snow emergency. This means that residents will not have to worry about parking restrictions until it is necessary for plows to clear all streets in the city. The alternate side parking requirements will remain in effect until March 15, 2026, but ticketing for violations may be paused during extended periods without snow or ice.
In addition to this delayed enforcement model, the city will also be evaluating the timing of enforcement to determine if adjustments are needed in future years. This phased approach is just the first step in a long-term re-evaluation of the winter parking program with the goal of creating a smarter and more data-driven system.

The city also plans to make additional adjustments to improve efficiency and accessibility during snow events. After a snow event, posted daytime street maintenance restrictions will be enforced in order to facilitate more efficient cleanup and allow for better curb access. This may include towing from posted areas. Priority enforcement will focus on streets with unsafe driving conditions or those that obstruct access for emergency and public safety vehicles.
According to city officials, this new approach aims to balance operational needs with community convenience and create a more effective and equitable system for all residents and visitors. By utilizing data and being responsive to weather conditions, Madison hopes to make winter parking rules clearer and easier for everyone to follow.
To help residents stay informed about winter parking rules and snow emergencies, the City of Madison offers text and email alerts. These alerts provide notifications earlier in the evening when parking restrictions are in effect and additional reminders when stricter enforcement is triggered by significant winter weather. Residents can sign up for these alerts on the city's website.

During declared snow emergencies, the city also offers free overnight parking in City-operated garages between 9pm and 7am. This program aims to help residents move their vehicles off the street during critical plowing operations. More information about City Parking Garages can be found on the city's website.
In addition to improving snow removal efficiency, the city is also considering a shift to a priority enforcement approach. This would involve focusing on streets with unsafe driving conditions or those that block access for emergency and public safety vehicles. Priority will also be given to key transit routes and major travel corridors, with close coordination between street plow operators.
The ultimate goal of these changes is to create a more effective and equitable winter parking system that benefits all residents and visitors of Madison. By improving communication, flexibility, and accessibility, the city hopes to make winter parking rules clearer and easier for everyone to follow.
