Governor Moore Signs Executive Order Establishing the Maryland Horse Industry Strategic Plan

ANNAPOLIS, MD (November 7, 2025) ~ Annapolis, MD - Governor Wes Moore has taken a significant step towards securing the future of Maryland's equine industry by signing an executive order on November 7, 2025. The order officially establishes the Maryland Horse Industry Strategic Plan, which aims to guide the growth and sustainability of the state's $2.9 billion equine sector.
In his statement, Governor Moore emphasized the importance of the horse industry in Maryland, stating that it is a symbol of the state's heritage, agriculture, and economic vitality. He believes that this strategic plan will bring together all aspects of the equine community to ensure its continued success for generations to come.
Maryland Secretary of Agriculture Kevin Atticks also expressed his support for the initiative, highlighting the significant impact that the equine ecosystem has on the state. With more horses per square mile than any other state, Maryland's horse industry supports over 28,000 jobs and $1.24 billion in wages statewide. It also plays a crucial role in maintaining open space and attracting visitors through premier events.
The steering committee responsible for leading this effort will include representatives from various state agencies and members of Maryland's diverse horse community. This includes individuals from different sectors such as thoroughbred and standardbred racing, sport horses, trail riders, jousters, and therapeutic programs.

Maryland Secretary of Labor Portia Wu praised Governor Moore's executive order for bringing together leaders from different sectors under a shared vision. She also highlighted the important role played by the Maryland Racing Commission in ensuring safety and integrity in horseracing for over a century.
The committee will focus on seven key areas to strengthen Maryland's horse ecosystem: strategic planning and policy guidance, collaboration and communication, economic development, advocacy and public awareness, education and workforce development, sustainability and land use, as well as health and welfare.
To ensure effective planning and stakeholder engagement, the Maryland Department of Agriculture and the Maryland Horse Industry Board will partner with other state departments such as Labor, Commerce, and Natural Resources, as well as the Office of the Secretary of State and the Maryland Racing Commission. Together, they will produce a report with recommendations and measurable goals to present to the governor and the Maryland General Assembly.
Through this executive order, Maryland reaffirms its commitment to being a leader in equine excellence. The state aims to preserve its proud three-century tradition while shaping a vibrant and sustainable future for its horse ecosystem. With this strategic plan in place, Maryland's equine industry is poised for continued growth and success.
