City of Mesa Streamlines Development Review Process

~ Mesa, AZ - The City of Mesa is making strides in modernizing its development review process, with the goal of cutting red tape and improving efficiency for builders, businesses, investors, and residents. These efforts are part of a larger initiative to promote smart and healthy growth that benefits the entire community.

Mayor Mark Freeman expressed his support for these ongoing reforms, stating that they send a clear message that Mesa is committed to facilitating growth and development in a way that benefits everyone. "By cutting red tape and removing barriers for our business community, we make it easier for companies to invest, create jobs for our residents, expand our tax base and strengthen a healthy local economy," he said.

These changes are the result of comprehensive stakeholder engagement efforts and an evaluation of City processes. Through these efforts, opportunities were identified to better align and streamline processes across the City's development review functions.

As a result, Mesa has undergone a significant overhaul of its development review approach. This includes consolidating review teams, adding dedicated support staff, and implementing new technology that provides applicants with real-time visibility into their project status. Despite these changes, the City remains committed to upholding safety, design, and community standards.

City Manager Scott Butler emphasized the importance of listening to the needs of the development community in order to identify bottlenecks and address them accordingly. "These changes eliminate the ping-ponging between departments and give businesses greater clarity throughout the process," he stated. "Mesa is committed to being a partner, not a barrier."

One major change is the consolidation of civil plan reviews for water, sewer, and solid waste into the Development Services Department. This creates a one-stop shop for applicants and reduces handoffs between departments. Additionally, new real-time dashboards have been implemented to provide visibility into review timelines.

To further improve communication and efficiency during the development review process, Mesa has added a Development Ombudsman as a single point of contact for navigating the process and resolving issues quickly. The City has also established an Office of Urban Transformation to provide concierge-style support for projects in redevelopment areas, guiding applicants from concept through completion.

A three-month evaluation of the City's processes identified key opportunities for improvement and removed redundancies. To ensure ongoing refinements, a new Project Manager for Data Management and Workflow Improvement has been appointed, while citywide reviews continue to eliminate redundancies across departments.

In addition to these changes, Mesa has adopted the 2024 International Building and Fire Code and approved multiple zoning code updates. These updates aim to expand housing options, enable adaptive reuse of existing buildings, and streamline approvals.

The City is also working on additional policy updates, including an infill development ordinance, expanded administrative review authority, and caps on review cycles to promote accountability and timely project delivery.
