City of Bloomington Seeks Input on Parking Payment Technology

~ Bloomington Parking Services Division Invites Public to Test New Payment Systems

Residents, visitors, downtown employees, and business owners in Bloomington are being given the opportunity to test two new parking payment systems as the city evaluates updates to its parking technology. The City of Bloomington Parking Services Division has announced that the two kiosk systems, IPS and Flowbird, are currently available for hands-on testing at their office located at 206 S. Walnut Street.

The purpose of this testing is to gather feedback from the public on these two potential systems, which are being considered as replacements for the current parking meters throughout the city. Those interested in participating can visit the Parking Services office Monday through Friday from 8 a.m. to 5 p.m., except on City-observed holidays. No appointment is necessary and testing will be available until mid-August.

This initiative is part of the City's ongoing efforts to implement recommendations from the Parking Rate Study and Comprehensive Review conducted by Walker Consultants in June 2026. The review assessed various aspects of Bloomington's parking system including policies, operations, technology, communications, branding, and wayfinding. One of the key findings was that the existing on-street meter technology is outdated and in need of replacement.

The Comprehensive Review also included input from the community through public listening sessions, stakeholder meetings, and a survey that received over 1,500 responses. Participants highlighted several areas for improvement such as payment options, signage, garage awareness, customer experience, and overall clarity of Bloomington's parking system.

According to Michelle Wahl, Director of Parking Services, "The goal is to make parking simple." She further added that testing these systems will allow residents and visitors to help evaluate which one best supports this goal before any final decisions are made by the City.

This payment system testing is just one step in implementing changes recommended by Walker Consultants. The City will continue seeking input from the community before finalizing any broader parking system changes. This may include focus groups, stakeholder conversations, and outreach to residents, downtown businesses, employees, visitors, and other parking system users.
