~ Bloomington Planning and Transportation Director Accepts Position in Charlotte
The City of Bloomington has announced that David Hittle, the current Planning and Transportation Director, will be leaving his position to join the City of Charlotte, North Carolina. Hittle's last day with the City of Bloomington will be July 10.
Hittle has been serving as the Planning and Transportation Director for the Thomson administration since April 2024. During his time in this role, he has played a crucial role in guiding the department through a period of significant work focused on housing and development. Under his leadership, the City has identified opportunities to streamline its internal processes, regulations, and review timelines in order to promote more housing options and strengthen its economic future.
Mayor Kerry Thomson expressed her gratitude for Hittle's contributions during this critical chapter for Bloomington. She praised his steady leadership and strong commitment to the people of Bloomington. Mayor Thomson also highlighted Hittle's efforts in leading public engagement and laying the groundwork for changes to the Unified Development Ordinance (UDO). She announced that Bloomington's upgraded permitting process will be revealed before Hittle's departure. The Mayor emphasized that creating more affordable housing options for residents is her top priority and credited Hittle's work for paving the way for significant changes in the coming months.

During his tenure, Hittle worked closely with various stakeholders such as the development community, neighborhood associations, housing advocates, and other community partners to identify barriers within Bloomington's permitting, planning, and development review processes. He also commissioned an external review of these processes which is set to be released this summer. The Hopewell redevelopment project provided valuable insight into the development process in Bloomington.
Hittle expressed his excitement about his new opportunity in Charlotte and praised Bloomington for its efforts towards making improvements within its systems. He stated that he leaves with confidence in Mayor Thomson's direction and leadership team.
The Mayor's Office is committed to maintaining continuity on priority projects and implementing immediate improvements to the permitting process. Mayor Thomson reiterated the administration's focus on meeting Bloomington's housing, transportation, and economic needs.
The City has already begun its search for the next Planning and Transportation Director. The ideal candidate will be someone who can advance the administration's priorities in housing, economic development, and efficient processes that are fair and friendly for all involved.
