California: Governor Newsom announces appointments 11.6.2025

~ SACRAMENTO - Governor Gavin Newsom has made several appointments today, November 6, 2025, to key positions within the California Department of Corrections and Rehabilitation and the Youth Empowerment Commission.
Alex Norring, a resident of Sacramento, has been appointed as the Assistant Secretary for Legislative Affairs at the California Department of Corrections and Rehabilitation. Norring brings a wealth of experience to this role, having served as the Chief of Legislative Affairs for Administration at the same department since 2022. Prior to that, he was the Legislative Director in the Office of California State Senator Richard Roth from 2018 to 2022. Norring has also held various positions in the Office of California State Senator Ed Hernandez from 2014 to 2018. He holds a Bachelor of Science degree in Environmental Science from the University of California, Los Angeles. As a Democrat, Norring's appointment does not require Senate confirmation and he will receive a compensation of $192,216.

Sarah Larson, also a resident of Sacramento, has been appointed as the Director of the Division of Facility Planning, Construction and Management at the California Department of Corrections and Rehabilitation. Larson previously served as the Assistant Secretary for Legislative Affairs at the same department. She has an extensive background in corrections and rehabilitation programs, having held multiple positions at the California Department of Corrections and Rehabilitation from 2016 to 2021. Larson also brings legislative experience from her time as a Policy Analyst in the Office of State Senator Jim Beall and as a Fiscal and Policy Analyst at the Legislative Analyst's Office. She holds a Master of Public Policy degree from Georgetown McCourt School of Public Policy and a Bachelor of Arts degree in Public Health from University of California, Berkeley. As a Democrat, Larson's appointment is subject to Senate confirmation with a compensation package worth $200,520.
In addition to these appointments within the Department of Corrections and Rehabilitation, Jessica Mi has been appointed to the Youth Empowerment Commission. Mi, a resident of San Francisco, has been serving as an Alternate on the commission since 2024. She brings a diverse background in environmental policy and sustainability, having worked as a Senior Program Analyst at Autodesk and a Carbon Analyst at ENGIE Impact. Mi is also a member of California Youth Connection and holds a Master of Science degree in Environmental Policy and a Bachelor of Science degree in Earth Systems from Stanford University. As a Democrat, her appointment does not require Senate confirmation and she will receive a compensation of $100 per diem.
