Boston: Zoning Commission Adopts New Zoning For Chinatown, Updates to City Sign Code

~ The Zoning Commission of Boston has recently adopted new zoning regulations for the Chinatown neighborhood, as well as comprehensive changes to the city's zoning for commercial signs. These updates aim to benefit small businesses by making it easier to open and operate, while also preserving the historical and cultural identity of Chinatown.
According to Chief of Planning Kairos Shen, the new zoning for Chinatown will create a more favorable environment for small businesses and improve the neighborhood's resilience to climate change. This includes measures to protect the historic row houses in the area and promote new types of housing in other parts of the neighborhood.
The decision to update zoning in Chinatown was based on feedback from community members over the past two years. Planning staff took into consideration the cultural significance of Chinatown and its role in supporting new immigrants, providing affordable housing, and offering commercial spaces. The new zoning will make it easier for small businesses to open and renovate in the commercial heart of Chinatown, while also allowing for much-needed housing.

In order to discourage redevelopment in areas with historic row houses, the zoning will be more restrictive. Additionally, new citywide districts have been mapped out for institutional uses, specifically covering Tufts University and Tufts Medical Center. This rezoning process is part of a larger comprehensive strategy known as PLAN: Downtown, which was adopted in September 2025.
Executive Director of the Asian Community Development Corporation Angie Liou expressed her support for the updated zoning, stating that it will provide better protections for working families and small businesses. She looks forward to seeing these changes implemented by the city.
In a significant move, Planning has also advanced comprehensive updates to Boston's zoning for commercial signs - a first in over 50 years. This new zoning aims to simplify the process for small businesses looking to put up signage by setting clear rules and streamlining procedures. Currently, every individual sign must go through a design review process with Planning Department staff, resulting in long wait times. The proposed updates will allow most signs to be permitted without review, with the exception of larger signs that could have a significant impact on the public realm.

Small business owner Craig Murphy, who frequently deals with signage permits in Boston, expressed his frustration with the current process and his excitement for the updated zoning.
