~ Boston Mayor's Office of Housing Requests Release of Federal Funds for Affordable Housing Project

On August 13, 2026, the City of Boston announced its plans to submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of federal HOME Program Funds. These funds, made available through the HOME Investment Partnerships Act, will be used to support the construction of a new affordable housing project in the Charlestown neighborhood.

The project, known as Austin Street Lots Phase 1, will be located at 130 Rutherford Ave and is estimated to cost approximately $110 million. The developer, Trinity Acquisitions LLC, plans to build a 7-story multi-family residential building with 123 income-restricted rental units. These units will serve households with incomes ranging from 30% to 80% of the Area Median Income (AMI).

In addition to providing much-needed affordable housing in the city, the project will also include various amenities such as surface parking spaces, long-term and short-term bicycle parking spaces, and over 26,000 square feet of publicly accessible open space. The building itself will be designed to high-performance sustainability standards and will be fully electric.

To support the residential use of the site, associated improvements such as a new access roadway connecting to New Rutherford Avenue and reconstruction of adjacent sidewalks into shared-use pedestrian and bicycle paths will also be undertaken. Other necessary actions include utility relocation and coordination, roadway construction, vertical building construction, and completion of landscape and public realm improvements.

The City has determined that this project will have no significant impact on the human environment and therefore does not require an Environmental Impact Statement under NEPA. However, all relevant information can be found in the Environmental Review Record (ERR), which is available for review upon request via email.

The City is now accepting public comments on this project until July 10th. Any individual or group can submit written comments to the Mayor's Office of Housing Compliance Unit. These comments will be considered before the City authorizes the submission of the request for release of funds.

Once the request is submitted, HUD will have 18 days to accept objections to its release of funds and the City's certification. Objections can only be made on specific grounds, such as an error in the certification or unauthorized use of funds. All objections must be submitted via email to HUD's Office of CPD and must follow the required procedures.

Boston Mayor Michelle Wu has given her consent for the City to accept jurisdiction of Federal Courts if necessary and has certified that all responsibilities under NEPA and related laws have been satisfied. This allows for the use of HUD program funds for this project.

The City is committed to providing affordable housing options for its residents and this project is a step towards achieving that goal. With its prime location in Charlestown and various amenities, Austin Street Lots Phase 1 will not only provide much-needed housing but also contribute to the overall improvement of the neighborhood.
