Bloomington: New Five-Year Parks Plan Prioritizes Maintaining Existing Parks and Facilities

Bloomington, Ind. ~ Bloomington Parks and Recreation has recently announced the adoption of their 2026-2030 Master Plan, which will serve as a roadmap for decision-making regarding the community's parks, facilities, trails, programs, and services. The plan was developed after more than a year of extensive community engagement, research, and analysis.

The Board of Park Commissioners approved the Master Plan after considering feedback from various sources such as a community questionnaire, a statistically valid survey, focus groups, stakeholder conversations, public engagement opportunities, and input from Parks and Recreation employees. This input helped identify what residents value about Bloomington's parks and recreation system and highlighted areas for improvement.

According to Parks and Recreation Director Tim Street, "Five-year master plans are the foundation for how we manage parks and programs for the future." He also emphasized the importance of community engagement in understanding residents' needs and values to guide their efforts and investments.

The Master Plan is built upon four overarching goals: Meaningful Community Impact; Invest in What We Have; Financial Sustainability; and a Strong, Connected Parks and Recreation Team. These goals address the challenge of maintaining Bloomington's extensive system of parks, trails, natural areas, sports facilities while responding to changing community needs with limited resources.

Under the first goal of Meaningful Community Impact, Parks and Recreation will use data and public input to evaluate its services and reduce barriers to participation. The second goal focuses on recognizing the long-term responsibility that comes with investments in public spaces such as parks, playgrounds, trails, swimming pools, etc. The plan calls for understanding their condition and prioritizing maintenance before adding new facilities.

Financial Sustainability is another crucial goal that aims to make informed decisions about supporting services by understanding their cost versus community benefit. The final goal is to strengthen communication and collaboration within the department while aligning staff resources with priorities.

These four goals work together to ensure quality programs that respond to community needs while maintaining existing public assets, making sustainable financial decisions, and providing support to employees responsible for delivering these services.

The newly adopted Master Plan will guide the department's next steps, including decisions about addressing aging facilities and deferred maintenance. In September, the department will release additional information on park and facility inventory, along with a report outlining recommended facility investment priorities. These projects could potentially be funded through a 2027 general obligation bond.

To discuss these recommendations, the Board of Park Commissioners will hold a special meeting on Monday, Sept. 28 at the Switchyard Park Pavilion. Community members are invited to attend and provide feedback on the proposed investments. An online opportunity to review the information and submit comments will also be available after the meeting.

Overall, Bloomington Parks and Recreation's 2026-2030 Master Plan aims to serve the community's needs while responsibly managing resources. With community input at its core, this plan sets a strong foundation for the department's future endeavors in providing quality parks, facilities, trails, programs, and services for Bloomington residents.
