~ ### Bloomington corridor study to begin public review Nov. 16

Bloomington's College and Walnut Corridor Study will enter formal public review when it is presented to the city's Transportation Commission on Nov. 16, 2026, at 5:30 p.m.

The study examines about 4.2 miles of College Avenue and Walnut Street, from the SR 45/46 Bypass to Allen Street. It considers long-term changes intended to improve safety, accessibility and economic vitality.

The document does not authorize construction or commit the city to either of the two corridor concepts. If adopted, it would provide a planning framework for seeking future state and federal grants.

From 2018 to 2022, the study area recorded three fatal crashes and 34 serious-injury crashes. Speed monitoring at 14 locations found that more than half of drivers exceeded posted limits at 11 sites.

The study also found that vehicle traffic on College Avenue and Walnut Street has fallen 31% since the 1970s, even as Bloomington's population grew 44%. The city said the data suggests the streets' existing multilane highway design no longer reflects current travel patterns.

The two concepts under review are a reconfigured one-way design and a restoration to two-way traffic. Both include continuous pedestrian facilities, an urban trail and intersection safety improvements. Planning and Transportation staff recommend adding the two-way concept to the city's Transportation Plan.

Planning-level estimates put the full cost at about $103.1 million for the one-way concept and $109.4 million for the two-way option, in 2026 dollars. The city said any improvements would be phased over time as outside funding and project opportunities become available.

The Transportation Commission meeting is open to the public and will include time for public comment. The commission's consideration is the first step in the review process, followed by public hearings before the Plan Commission and Common Council.
