Springfield: Planning & Development staff updates City Council on citywide remapping, missing middle workshops

~ During today's lunch workshop, the Springfield City Council discussed two important components of the Forward SGF Comprehensive Plan update to the City's Land Development Code. The topics of discussion were the citywide remapping process and "missing middle" housing.
The citywide remapping process involves updating district names, permitted uses, and development standards for properties in Springfield. This is being done in order to consolidate zoning districts with similar uses and create clearer and more specific development standards. As a result, the number of zoning districts will be reduced from 25 to 14.
According to Senior Planner Hanna Knopf, a large number of parcels in Springfield will be technically rezoned as a part of this process. To ensure that all property owners are aware of these changes, letters will be sent out this fall with information about their specific zoning district. The letters will also include a QR code that links to an interactive zoning map, a schedule of meetings to discuss the remapping, and contact information for Planning & Development staff.

To further inform and address any questions or concerns from residents, the City will be hosting meetings in each of the four City Council zones this fall. There will also be a final citywide meeting for all residents to attend. These meetings will take place between October 28th and November 13th at various locations throughout Springfield.
Knopf emphasized that Planning & Development staff are available to answer any questions or concerns that residents may have about the remapping process. If unable to attend one of the meetings, residents can schedule a one-on-one meeting or contact Planning & Development directly.
The consolidation of zoning districts is expected to maintain existing development rights while potentially expanding options for land use consistent with current standards. Some zoning district names may change in order to better align with placetypes listed in the Forward SGF Comprehensive Plan or accurately represent their current land-use allowances.

In addition to discussing the citywide remapping process, the City Council also received an update on the "missing middle" housing workshops that were held over the summer in center city neighborhoods. "Missing middle housing" refers to a range of multi-unit or clustered housing types that fall between single-family homes and mid-rise apartment buildings.
Approximately 200 neighborhood residents and property owners participated in these workshops, identifying over 4,500 sites in their neighborhoods that they felt would be suitable for missing middle housing. Out of these sites, 3,775 are currently zoned for single-family residential use.
The workshop series was recently recognized as a winner of this year's American Planning Association Missouri Chapter awards for Outstanding Public Outreach. To further discuss the results of the workshop series, an open house will be held on October 2nd at Cox North Hospital Fountain Room.
