Springfield: City soliciting proposals for discretionary Community Development Block Grant funding projects

~ The City of Springfield is currently accepting proposals for discretionary Community Development Block Grant (CDBG) funding for the fiscal year 2026-27. The U.S. Department of Housing and Urban Development (HUD) has allocated approximately $200,000 for public service projects, which will be selected through a competitive process.

Interested organizations are encouraged to attend one of two technical assistance training sessions on November 13th and 14th. The first session will take place at 1:30 p.m. in the 2West Conference Room of the Busch Municipal Building, while the second session will be held via Zoom at 10:30 a.m. on November 14th. RSVPs can be sent to Bob Atchley, senior planner.

Proposal forms can be obtained by emailing Atchley or through the City's CDBG Online Submission Portal. It is estimated that the City will receive approximately $1.5 million in CDBG allocations and $1 million in HOME allocations for the fiscal year 2026-27.

These funds will be used for eligible purposes according to the priorities set by the City Council, including affordable housing, homelessness assistance and prevention, business assistance loans, public services, and administration and planning. In order to meet HUD requirements, at least 70% of the funds must benefit low- and moderate-income individuals.

The programs and activities funded by these grants will not result in involuntary residential displacement of individuals or households. However, the City does have an anti-displacement plan in place to provide benefits to those who may be displaced by these programs.

Under HUD guidelines, activities funded by these grants must primarily benefit low- and moderate-income individuals or address urgent needs that pose an immediate threat to health and safety. This allows for a range of activities to be considered as long as they meet one of these criteria.

Organizations interested in applying for funding are encouraged to submit their proposals before noon on Friday, December 18th. The City of Springfield is committed to using these funds to improve the community and provide assistance to those in need.
