Under Spokane Municipal Code 02.04.045, inclement-weather beds must be activated when the National Weather Service predicts a wind chill of 32 degrees Fahrenheit or lower, or when the Air Quality Index reaches 201 or higher.

Council Member Sarah Dixit said the funding would help increase shelter capacity during extreme weather. Council President Betsy Wilkerson said adequate resources and planning are needed each year to prepare for hazardous winter conditions.
