~ The Spokane Police Department has released a strategy aimed at reducing serious violence, particularly gun violence, in 2026 and 2027.

The plan, Safer Spokane: A Community Safety Strategy, focuses on places, people and community partnerships. The department says it will use crime data and problem-oriented policing to identify locations and individuals most affected by gun violence, with an emphasis on prevention and accountability rather than broad neighborhood-wide enforcement.

The strategy is based on the department's view that violence is concentrated in certain locations and among a relatively small number of people, who may be victims, offenders or both. SPD says it will also work with residents, businesses, service providers and community organizations to support people at risk and improve public spaces.

"We've made real, tangible progress reducing both property and violent crime, but the work is not finished," Police Chief Kevin Hall said. He added that the department is obligated to act on credible evidence about where violence occurs, the people and circumstances involved, and what interventions are effective.

The department said it began developing and implementing a broader crime-reduction strategy in 2025. It described Spokane as safer than it has been in the past seven years, though the release did not provide figures supporting that assessment.

SPD said the new plan will measure success by outcomes such as fewer people being shot, fewer families experiencing traumatic loss and safer neighborhoods, rather than relying mainly on measures such as arrests, calls for service and enforcement activity.

The department described the strategy as a living document that will be updated as it reviews crime data, trends and patterns and assesses results. It said community feedback is welcome. The full strategy is available on the Spokane Police Department website.
