Official City of Long Beach Statement Regarding Proclamation of Local Emergency Related to Developing 2026-27 El Niño Event and Winter Storm Season

~ Long Beach City Manager Tom Modica has declared a Local Emergency today, Sept. 21, 2026, in response to the potential impacts of Hurricane Marie and the upcoming 2026-27 El Niño event and winter storm season. This decision was made due to the imminent threat posed to the safety of individuals and property within the city.
In addition, Governor Gavin Newsom has also taken action by proclaiming a State of Emergency on the same day. This declaration directs state agencies to take early measures in order to protect vulnerable communities, critical infrastructure, and emergency response capabilities. The Governor's decision acknowledges the potential for significant storm-related impacts associated with a strong El Niño.
While Long Beach has already begun preparations for the winter season, City Manager Tom Modica has determined that further emergency measures are necessary given the expected conditions and recent impacts from Hurricane Marie. The city may face challenges that exceed its normal operational capabilities, making it crucial to have emergency preparedness measures in place. The Proclamation of Local Emergency grants the city authority to take extraordinary actions and utilize emergency powers authorized by State law and the Long Beach Municipal Code.
