Mayor Brandon Johnson Opens RFP for First-ever Small Business Technology Enhancement Program, Empowering Small Businesses Across Chicago

Chicago ~ Chicago - In an effort to support small businesses and promote economic resilience, Mayor Brandon Johnson has announced the launch of the Small Business Technology Enhancement Program. This new initiative, administered by the Chicago Department of Business Affairs and Consumer Protection (BACP), aims to expand digital capacity for under-resourced entrepreneurs across the city.
Through this program, a selected grantee will create a comprehensive training program for hundreds of small business owners. This will include one-on-one coaching, classroom-based instruction, and drop-in "office hours" to equip participants with the necessary tools and skills to succeed in a digital-first economy. The training will cover topics such as online financial safety, digital marketing, eCommerce, and digital payment systems.
Mayor Johnson emphasized the importance of supporting small businesses in Chicago's neighborhoods. "Small businesses are the backbone of our communities and they deserve access to the tools that help them grow and compete," he stated. "This investment removes barriers, builds digital confidence, and creates pathways for entrepreneurs, especially in historically under-resourced areas."

BACP Commissioner Ivan Capifali also highlighted the need for support for small business owners in navigating digital skills. "BACP understands the support needed for Chicago's small business owners, which includes immersion and education around digital skills to operate a business," he said. "The Small Business Technology Enhancement Program will help entrepreneurs navigate City processes more efficiently and strengthen their online presence for growth opportunities."
The City will be investing $400,000 from digital equity American Rescue Plan Act (ARPA) funds into this program. The funds will be used to support a local organization that will expand proven digital literacy and skill-building programs using a hub-and-spoke model. This approach aims to have a greater impact across all of Chicago by targeting small business owners facing the greatest digital skill gaps.
This initiative aligns with Goal 9 of the Cut the Tape for Small Business initiative, which focuses on launching a digital literacy program specifically for under-resourced entrepreneurs. The City is committed to promoting inclusive economic growth and sees this program as a step towards achieving that goal.

Interested parties can submit their proposals for the Small Business Technology Enhancement Program by February 16th at 12:00 PM CDT (NOON). A pre-submittal conference will also be held on February 4th at 1:00 PM Central Time for those who wish to learn more about the RFP. The conference is optional but highly encouraged.
