Mayor Appoints Dr. Theresa Tran Carapucci As Interim Houston Health Department Director

August 29, 2025 ~ Houston Mayor John Whitmire has announced the appointment of Dr. Theresa Tran Carapucci as the new Director of the Houston Health Department. The confirmation of her appointment will be on the City Council agenda on Wednesday, September 3rd. Dr. Tran will be succeeding Stephen Williams, who recently retired after 21 years of service to the department.
Dr. Tran brings a wealth of experience and expertise to her new role as Director. She is a board-certified emergency physician with over ten years of frontline clinical experience. Throughout her career, she has focused on combining patient care, health policy, and system management to improve community health outcomes for diverse populations.
Mayor Whitmire expressed confidence in Dr. Tran's ability to lead the department in addressing Houston's most pressing health challenges and building strong partnerships within the community. He also emphasized her commitment to ensuring equitable access to health services for all residents.

Prior to her appointment as Director, Dr. Tran served as Associate Vice President at UTHealth Houston, where she utilized her medical expertise in combination with innovative leadership in community engagement, health research, administration, and education. Her work has played a significant role in shaping state and federal legislation and driving important reforms in health education.
Dr. Tran expressed her gratitude for Mayor Whitmire's confidence in her ability to lead the department during this crucial time. She stated, "I am truly honored and grateful to Mayor Whitmire for his support and trust in me to lead this department.
