Gov. Kemp Nominates Frank O'Connell for Georgia Tax Court Chief Judge

ATLANTA ~ Governor Brian P. Kemp has announced his nomination of Frank O'Connell for the position of Chief Judge in the newly-created Georgia Tax Court. This decision comes after a constitutional amendment was approved by Georgia voters during the November 2024 election, creating the court and aiming to improve efficiency in the adjudication of tax cases at the state level.

Pending confirmation by the Georgia House and Senate Judiciary committees, O'Connell's four-year term as Chief tax court judge will officially begin on April 1, 2026. Governor Kemp expressed his confidence in O'Connell's abilities, stating that he has always served the people of Georgia with honor and a strong work ethic. He believes that O'Connell's leadership will benefit the entire state.

Lt. Governor Burt Jones also praised O'Connell's leadership and believes that he will continue to be a great asset to Georgia in this new role. House Speaker Jon Burns echoed these sentiments, stating that O'Connell has served taxpayers with integrity and dedication for over two decades.

O'Connell is currently serving as Commissioner of the Georgia Department of Revenue, a role he was appointed to by Governor Kemp in February 2023. Prior to this, he served as Deputy Commissioner and General Counsel for the department. With over 21 years of service with the State of Georgia, O'Connell has a wealth of experience in taxation.

In his previous role as Deputy Commissioner, O'Connell oversaw various divisions including Audits, Taxpayer Services, Compliance, Processing, Motor Vehicle Tag & Title, Alcohol & Tobacco Regulation, Local Government Services, and Special Investigations. As General Counsel for most of his career at DOR, he was responsible for drafting legislative bills and regulations related to taxes, alcohol & tobacco, and motor vehicles.

Before joining DOR in 2003, O'Connell worked as a consultant in state and local taxation at two "Big Four" accounting firms for ten years. He is a member of the Tax Section of the State Bar of Georgia and holds a law degree from the University of Notre Dame and an LL.M. in Taxation from New York University.

O'Connell currently resides in East Cobb with his wife, Shelia. If confirmed, he will begin his term as Chief Judge of the Georgia Tax Court on April 1, 2026. With his extensive experience and expertise, O'Connell is expected to bring great leadership to the newly-created court and positively impact Georgia's tax system.
