Colorado Springs: City releases draft AnnexCOS plan, seeks public feedback

~ The City of Colorado Springs is inviting its residents to participate in the review of the draft AnnexCOS Plan and provide feedback on a new framework that will guide future annexation decisions. This effort has been in the works for the past three years, with collaboration from city staff, elected and appointed officials, community stakeholders, and residents. The update to the 2006 Annexation Plan was initiated after recommendations from PlanCOS and the implementation of new city policies and planning tools.
Throughout 2024 and 2025, public engagement was conducted to gather input on important factors to consider when evaluating annexation proposals. These included infrastructure and utility capacity, transportation connections, housing opportunities, fiscal impacts, and compatibility with surrounding development. The priorities identified by residents have been incorporated into the draft plan, which is now available for public review.

According to City Planning Director Kevin Walker, "AnnexCOS reflects years of community conversations about what residents want considered when evaluating future annexation proposals." He also added that this draft is an opportunity for the public to see how their feedback has been incorporated and to help shape the final plan before it is considered for adoption.
The draft AnnexCOS Plan outlines goals, policies, and evaluation criteria that aim to bring more consistency, transparency, and predictability to future annexation decisions. Residents can access the draft plan and complete a community survey at ColoradoSprings.gov/AnnexCOS. The survey will be open until July 7 at 5 p.m.
All feedback gathered during this public review period will be taken into consideration by the Planning Commission, City Council, and Planning Department as they discuss adoption of the plan. This is an important opportunity for residents to have their voices heard in shaping the future of their city's annexation decisions.
