Colorado: Department of Local Affairs Announces Awards for Latest Housing Planning Grant Program Cycle

STATEWIDE ~ The Colorado Department of Local Affairs (DOLA) has recently announced the recipients of the third cycle of the Housing Planning Grant Program (HPLN). Through the Division of Local Government, over $1.4 million has been awarded to 15 projects across the state. This program aims to support compliance with SB24-174: Sustainable Affordable Housing Assistance by funding planning work such as housing needs assessments, housing action plans, and strategic growth and water supply elements of comprehensive plans.

Governor Polis expressed his focus on expanding affordable housing options for Coloradans, especially those close to transit and job centers. He emphasized the crucial role that local governments play in assessing the needs of their communities and developing innovative strategies to address them.

DOLA Executive Director Maria De Cambra highlighted the program's investment in communities of all sizes and stages of planning. She stated that it aims to build on local analysis, work towards local goals, and meet the needs of Colorado residents.

- The Denver Regional Council of Governments (DRCOG) will receive $525K to create tools and resources for their 59 member jurisdictions to use in their individual Housing Action Plans, Water Supply Elements, and Strategic Growth Elements.

- Fort Morgan will use their nearly $109K award to coordinate with neighboring towns to integrate individual housing needs assessments into a regional plan.

- The Summit County Combined Housing Authority will partner with six municipalities within the county to revise their housing needs assessment and estimate housing needs by dwelling type while identifying displacement risks.

In total, $1,416,450 has been awarded in this round. The funds will support a variety of projects such as local housing action plans, comprehensive plan elements, and regional housing needs assessments.

The HPLN Grant Program Staff provided over 15 hours of technical assistance during this round to help potential applicants prepare their proposals. The fourth funding round is now open and will close on March 30, 2026. Interested parties can find program guidelines, application materials, and other relevant information on the program's website.
