City of Long Beach Reaches Tentative Labor Agreement with Long Beach Firefighters Association

Long Beach, CA ~ Long Beach, CA - The City of Long Beach has come to a tentative three-year labor agreement with the Long Beach Firefighters Association (FFA), providing for salary increases and incentives aimed at improving workforce productivity and skill levels.

According to Mayor Rex Richardson, this agreement is not just about a contract, but a commitment to the values and wellbeing of the community. As the city continues to grow, it is crucial that public safety systems also grow with it. By expanding paramedic services and investing in the pay, training, and readiness of firefighters, the city is ensuring that residents can count on prompt and efficient help in times of need. For the first time in its history, the City has reached an agreement that addresses both employee compensation and adds resources to the Fire Department. This will increase rescue availability and improve response time for the growing number of calls for service from constituents. As part of this agreement, a full-time Paramedic Rescue will be added to meet the ongoing needs of the public.

City Manager Tom Modica believes this agreement reflects a balanced and forward-thinking approach that recognizes the critical role of sworn Fire Department personnel. By investing in these dedicated individuals, the city is also investing in its own safety, resilience, and quality of life for all residents. Modica expressed his gratitude towards FFA for their close partnership in reaching this agreement.

The tentative agreement includes several major terms aimed at providing fair pay increases while remaining fiscally responsible. These terms include a three-year contract from October 1st 2025 to September 30th 2028, general salary increases of 2% in the first year, 3% in the second year, and 4% in the third year. Additionally, one full-time Paramedic Rescue will be added along with an increase in eligible employees for Firefighter II skill pay. Active FFA members will also make mandatory contributions to their Retired Health Savings Account beginning October 3rd 2026.

Lamont Nguyen, FFA President, believes this agreement marks a new era of partnership between the City and its members. He stated that it is built on accountability, collaboration, and a shared commitment to public safety. This agreement not only secures the necessary staffing, equipment, and resources for firefighters to protect a growing Long Beach but also ensures that the City continues to invest in its people. Together, they have set a new standard that moves beyond "doing more with less" towards a stronger, safer, and more resilient community.

The FFA members voted to ratify the agreement on October 25th 2025. It will now go before the Long Beach City Council for consideration and public discussion on November 11th 2025. The FFA represents 411 sworn employees.

Prior to reaching this agreement, representatives from the City and FFA held seven meetings since May 2025. The total estimated cost for this three-year agreement is $18.8 million for the General Fund Group and $19 million for All Funds.

This tentative labor agreement between the City of Long Beach and the Long Beach Firefighters Association is a significant step towards ensuring the safety and wellbeing of all residents while also recognizing the hard work and dedication of those who serve in the Fire Department.
