City of Long Beach and Long Beach Lifeguards Association Reach Tentative Labor Agreement

Long Beach, CA ~ Long Beach, CA - The City of Long Beach has come to a tentative three-year labor agreement with the Long Beach Lifeguards Association (LGA), Mayor Rex Richardson announced today.

According to Mayor Richardson, the agreement is a crucial step in ensuring the safety of the city's six miles of public beaches and waterways. "Our lifeguards play a vital role in keeping our beaches safe and welcoming for residents and visitors," he stated. "This agreement not only supports their future, but also recognizes their important contributions to our community."

The LGA agreement includes salary increases and incentives aimed at improving workforce retention. One such incentive is the introduction of Education Pay for Lifeguard Non-Careers, which will serve as a recruitment and retention tool.

City Manager Tom Modica also expressed his appreciation for the LGA's collaboration in reaching this agreement. "Long Beach's lifeguards are an essential part of our city's safety and welcoming atmosphere," he said. "Together with LGA, we have reached an agreement that supports their well-being, professional development, and our ability to attract top talent to protect our beaches and waterways."

The tentative agreement outlines several major terms focused on providing fair and fiscally responsible pay increases. These include a three-year contract from Oct. 1, 2025 to Sept. 30, 2028; general salary increases of 2 percent in the first year, 2 percent in the second year, and 3 percent in the third year; salary adjustments for specific classifications; and the implementation of Education Pay for Lifeguard Non-Careers.

LGA President Devon Beebe expressed satisfaction with the agreement, stating that it supports their members while ensuring they can continue providing essential water safety services for Long Beach residents and visitors.

The LGA membership voted to ratify the agreement on Oct. 30, 2025. It will now go before the Long Beach City Council for consideration and public discussion on Nov. 11, 2025. The LGA represents 211 employees.

Prior to reaching this agreement, representatives from the City and LGA held six negotiation meetings since June 2025. The total estimated cost for this three-year agreement is $1.62 million for All Funds.

This tentative agreement marks a significant step forward in supporting Long Beach's lifeguards and ensuring the safety of its beaches and waterways.
