Boston: Council Supports Temporary Suspension of State Gas Tax

~ The Council has endorsed Gov. Maura Healey's proposal to suspend Massachusetts' gas and diesel taxes for two months, urging the Legislature to pass the measure promptly.

The resolution, adopted at this week's Council meeting, comes as fuel prices have climbed across the state. As of Sept. 22, 2026, gasoline averaged about $4.41 per gallon, up from $2.90 in February. Diesel averaged $6.40, compared with $4.20 in February.

The Council said rising prices are increasing transportation costs for residents, workers, families and businesses. It noted that working-class households, small businesses, taxi and delivery drivers, truckers, and people who depend on cars to commute or reach essential services are especially affected.

Healey announced Sept. 22 that she would file legislation to suspend the state's 24-cent-per-gallon tax on gasoline and diesel. The suspension would take effect seven days after the bill is signed, and retailers would be required to reflect the tax reduction in prices paid by consumers.

The Healey administration estimates the two-month suspension would provide about $120 million in relief. The proposal would replace the lost revenue with projected, unbudgeted Fiscal Year 2027 Fair Share surtax collections, preserving funding for transportation.

The Council urged the General Court to approve the legislation, saying it would offer temporary relief from rising fuel costs while maintaining support for roads, bridges and public transportation.
