Bloomington Redevelopment Commission to Consider Next Steps for 714 South Rogers Public Safety Facility

~ The Bloomington Redevelopment Commission (RDC) is set to discuss potential next steps for the utilization of the 714 South Rogers Street site during their meeting on Monday, Sept. 14. The proposed plan includes using the site as a new police station, emergency operations center, and potentially co-locating the Central Emergency Dispatch Center after further coordination with the County.

This project aims to address long-standing operational and infrastructure issues at the current headquarters of the Bloomington Police Department, located at 220 East Third Street. The idea of using 714 South Rogers Street as a potential police headquarters was first presented by the Thomson administration at a public meeting in January 2025. Both Bloomington police leadership and the police union have expressed their support for this location.

The current headquarters lacks adequate space for important police operations such as investigations and victim interviews. It has also suffered significant flood damage in 2021 and continues to experience water infiltration. Moving to 714 South Rogers would allow for co-location of various critical public safety functions, including police, the Central Emergency Dispatch Center, and a new Emergency Operations Center. This would improve day-to-day coordination and ensure continued operations during emergencies.

If approved by the RDC, next steps would include identifying an owner's representative, developing a procurement process for professional architectural services, and determining construction delivery that aligns with the City's budget and project scope. In November 2025, the RDC approved an agreement worth $58,250 with American Structurepoint to study the feasibility of adapting 714 South Rogers for public safety use. The study evaluated different approaches and provided preliminary cost estimates but did not establish a final design or construction budget. Further architectural and engineering work will be done to develop the project scope, design, and cost estimates.

The City's current financing model anticipates issuing approximately $30 million in tax increment financing bonding through the RDC to support this project. This would allow for the necessary improvements and upgrades to be made at the new location. The RDC will continue to discuss and evaluate the potential relocation of the Bloomington Police Department to 714 South Rogers Street during their meeting on Monday.
