Bloomington: City Issues Will-Serve Letter to Support Economic Readiness at Monroe County Airport

~ Bloomington, IN - The City of Bloomington has taken a significant step towards promoting economic development and infrastructure readiness at the Monroe County Airport. In a recent announcement, Mayor Kerry Thomson stated that the city has issued a will-serve letter for the airport, solidifying its support for future aviation-related economic growth.
The Monroe County Airport serves as a vital public asset in the region, providing essential services such as business travel, emergency response, visitor access, and connections to regional employers and institutions. With this new will-serve letter, the city is clarifying that sanitary sewer service can be considered for airport-related uses. This move is expected to make the airport more attractive to businesses and investors, ultimately creating more jobs and bringing in more investment to Bloomington and Monroe County.
"This is what economic development looks like before the ribbon cutting," Mayor Thomson emphasized. "It is through infrastructure, partnership, and planning that we can pave the way for future jobs and investment. The Monroe County Airport is a crucial regional economic resource, and this step ensures that Bloomington and Monroe County are well-equipped to compete for opportunities that will strengthen our community."

A will-serve letter is an important utility service document that confirms the availability of necessary services for a specific location. In this case, the City of Bloomington Utilities Department has confirmed its ability to provide sanitary sewer service for airport parcels at 960 S. Kirby Road. However, this approval remains subject to Utilities engineering review, infrastructure requirements, capacity findings, and other applicable conditions.
"We are grateful to Mayor Thomson, City Utilities, and the City of Bloomington for taking this crucial step in support of Monroe County Airport," said Carlos Laverty, Airport Director. "This will-serve letter eliminates any uncertainty surrounding future airport-related development and strengthens our ability to compete for aviation-related business opportunities. While infrastructure readiness may not always be visible to the public eye, it plays a significant role in determining a community's ability to attract jobs and investment."
It is important to note that the will-serve letter does not approve a specific development project, airport expansion, or sewer connection. Any future proposals must still go through the necessary engineering, permitting, funding, and approval processes.

This decision comes at a time when cities across Indiana are facing a changing fiscal environment due to Senate Enrolled Act 1 (SEA 1), which is expected to reduce revenue available to local governments. "SEA 1 is part of the fiscal landscape, but this decision is about doing the right thing for a regional economic asset, promoting City-County partnership, and creating clearer conditions for future jobs and investment," Mayor Thomson explained.
