Arizona: Governor Hobbs Condemns FEMA Denial of Disaster Declaration for Gila & Mohave County Flooding

Phoenix, AZ ~ Phoenix, AZ - The aftermath of the severe monsoon storms that hit Gila and Mohave Counties in Arizona from September 25-27, 2025, has left communities devastated and in need of federal assistance. However, the Federal Emergency Management Agency (FEMA) has denied the State of Arizona's request for a Major Disaster Declaration, leaving impacted areas without access to critical disaster recovery funding and resources.

Preliminary damage assessments conducted by state officials have documented over $30 million in damages, far exceeding the thresholds historically used to justify federal disaster assistance. Despite this evidence, FEMA has declined to validate the documented damages and has concluded that the impacts did not exceed state and local capacity. As a result, Arizona's request for Public Assistance and statewide Hazard Mitigation support has been denied.

Governor Katie Hobbs expressed her disappointment with FEMA's decision, stating that it leaves Arizonans on their own after their homes, businesses, roads, and bridges were decimated by historic storms. She also announced her plans to appeal this decision and continue fighting for federal assistance for affected communities.

The State of Emergency was declared by Governor Hobbs on September 27, 2025, as floodwaters wreaked havoc in Gila and Mohave Counties as well as nearby Tribal nations and surrounding communities. The state's appeal will be submitted within the 30-day window allowed under federal regulations and will focus on the severity of damage, community vulnerability, and strain placed on local and state resources.

Steve Christensen, Chairman of Gila County Board of Supervisors District One Supervisor also expressed his concerns about the devastating impact of the floods on southern Gila County. He emphasized that without FEMA's assistance, it would be impossible for Gila County to recover from this disaster.

Globe Mayor Al Gameros thanked Governor Hobbs for requesting a FEMA Major Disaster Declaration in response to the floods that resulted in three deaths and caused extensive damage to the historic downtown, critical infrastructure, and community assets. He also urged FEMA to reconsider their decision and provide the necessary relief to the affected communities.

Miami Mayor Gil Madrid echoed similar sentiments, stating that while Miami is a strong and resilient community, this decision by FEMA is a frustrating setback that will have a real impact on families and businesses. He pledged to continue working with state and local partners to ensure that Miami receives the support it needs from the federal government.

Mohave County Manager and County Engineer Sam Elters also expressed his support for Governor Hobbs' efforts in seeking FEMA's approval for disaster relief. He emphasized the significant flooding and extensive damage caused by the September 2025 storms in multiple areas of Mohave County.
