Springfield: City, partners seeking contractors for critical home repair loan program

~ The City of Springfield, along with the Drew Lewis Foundation, Catholic Charities of Southern Missouri, Habitat for Humanity of Springfield, and Ozarks Area Community Action Corp. (OACAC), have announced their search for contractors to perform home repairs on eligible homes within the city limits. These repairs will be funded through the Homeowner Emergency Loan Program (HELP).

The types of projects that contractors will be responsible for include roof repairs and replacements, window and door replacements, water and sewer line repairs, energy efficiency improvements, accessibility upgrades, bathroom repairs and replacements, and other necessary improvements to increase the insurability of owner-occupied homes. The total project cost for each home must not exceed $25,000.

Interested contractors are required to have a city business license and insurance. They must also complete a General Contractor Application/Conflict of Interest form/Background Disclosure form and register with SAM.GOV. Additionally, contractors must have Lead Paint Certification from the EPA RRP Lead Renovator.

Once a contractor has been vetted and approved by the City, their email address will be shared with the partnering agencies listed above. These agencies will then send bid notices and scopes of work for each project directly to the contractor.

The Homeowner Emergency Loan Program (HELP) is funded through the U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) Program. It specifically targets low-to-moderate income owner-occupied residential dwellings in Springfield. The program aims to provide consultation and funding assistance for critical home repairs.

These repairs are intended to stabilize, preserve, and promote homeownership by preventing damage from weather or infestation. They also aim to increase energy efficiency and reduce individual property blight in order to improve the overall quality of housing in Springfield.

City staff or partnering agencies will determine if proposed work is necessary and appropriate for the program. They will also assess if the value of the property is sufficient to warrant the proposed improvements. The City and its program partners have full discretion over work eligibility.
