The board should also follow clear processes and procedures during the meeting and set expectations. Follow a consistent routine and enforce rules to maintain order. During open comments, respect time limits for speaking so everyone has a turn and no one person is dominating the meeting.
"Whether the HOA uses Robert's Rules of Order or has their own system, it is important to have structure during meetings and work as efficiently and effectively as possible," says Kuester.
