Juneau: Scott Ciambor Announced as Director of Community Development Department

~ Juneau, Alaska - The City and Borough of Juneau (CBJ) has announced the appointment of Scott Ciambor as the new Director of the CBJ Community Development Department (CDD). Ciambor, who previously served as Planning Manager for five years, officially began his new role on Monday, April 27.

According to CBJ City Manager Katie Koester, Ciambor's experience and passion for creating a conducive environment for housing development will be a valuable asset as the city navigates its ongoing housing crisis. "We are excited to have Mr. Ciambor lead the CDD and look forward to his leadership in addressing our community's housing needs," says Koester.

Originally from Laurel, Maryland, Ciambor moved to Juneau with his family in 2007. His firsthand experience with the impacts of housing challenges while working as a teacher at Yaaḵoosgé Daakahídi High School motivated him to pursue roles that address these issues. "I had one class where six out of eight students were unhoused," he recalls. "It made me realize that housing and homelessness are key issues in our community that I wanted to work on."

Prior to serving as Planning Manager, Ciambor held the position of CBJ Chief Housing Officer for six years. During this time, he led the implementation of various initiatives such as the Housing Action Plan, which included programs like the CBJ Mobile Home Down Payment Assistance Program and Accessory Apartment Incentive Grant Program. He also played a crucial role in establishing the Juneau Affordable Housing Fund and COVID-19 Short-Term Rental Assistance Program. With previous experience in local economic development and state planning, Ciambor brings a diverse skill set to his new role.

As Director of CDD, Ciambor is eager to work with his team to maintain continuity and capitalize on new opportunities for development brought about by modern permitting software, the rewrite of Title 49, and the community-sourced Comprehensive Plan update. "From our building inspectors to long-range planners, the CDD team provides a great service with the health and safety of the community in mind," notes Ciambor.

Ciambor takes over from Jill Lawhorne, who recently concluded her 10 years of dedicated service to the people of Juneau, including seven years as Director of CDD. During her tenure, Lawhorne played a pivotal role in strengthening the CDD team, modernizing permitting systems, and garnering support for major long-range planning efforts such as the comprehensive plan update and revision of the Land Use Code.
