Colorado Springs: City, Downtown Partnership advance Clean & Safe program to strengthen safety, cleanliness, and support services downtown

~ Colorado Springs, CO - Mayor Yemi Mobolade has taken a significant step towards improving the safety and cleanliness of downtown Colorado Springs by signing a $700,000 contract with the Downtown Partnership. The contract aims to advance the Downtown Clean & Safe program, which focuses on strengthening safety, cleanliness, and coordinated support services in the downtown area.
The program, which has already shown promising results in improving daily conditions for residents, businesses, and visitors while also expanding compassionate outreach and coordinated services for individuals experiencing homelessness, will now receive additional funding to continue its efforts.
"Downtown is the heart of Colorado Springs and serves as a hub for small businesses, culture, and community life," said Mayor Yemi. "The Clean & Safe program demonstrates what can be achieved when compassion and coordination work together. This additional funding is an investment in our public spaces, supporting small businesses, and ensuring help reaches those who need it most. When downtown flourishes, the entire city benefits."

Chelsea Gondeck, CEO of Downtown Partnership also expressed her excitement about the partnership with the City of Colorado Springs. "Downtown's success depends on collaboration and our partnership with the City is foundational to that success," she said. "This $700,000 commitment to the Clean & Safe program is an investment in proactive, people-first security that helps Downtown continue to grow as a safe and vibrant destination for our entire community."
Since its launch in July 2025 through December 2025, the Clean & Safe program has delivered measurable results across its three core components. Supplemental security teams have patrolled over 7,100 miles downtown and handled 2,227 incidents. They have also responded to 431 merchant requests for assistance with less than three percent of incidents requiring intervention from the Colorado Springs Police Department.
In addition to this visible presence of security teams in downtown areas, ambassadors have made nearly 1,900 visitor contacts and over 1,200 business contacts. They have also made more than 1,000 connections with individuals experiencing homelessness, creating a more welcoming and responsive downtown environment.

The program also includes mental health outreach services provided in partnership with Homeward Pikes Peak. These services have made 456 contacts with individuals experiencing homelessness, including 142 unique individuals. Outreach workers have connected people to 245 services, secured supportive housing for one individual, and helped six people reunite with verified support systems in other communities through transportation assistance.
The City's supplemental funding for the program is made possible by Colorado Springs voters through the recreational marijuana sales tax. This tax is dedicated to public safety programs, mental health services, and support for veterans experiencing post-traumatic stress. Other funding for the program comes from various organizations such as Colorado Springs Chamber and EDC, Colorado Springs Urban Renewal Authority, Norwood, Springhill Suites and Element Colorado Springs Downtown, Visit Colorado Springs, and Weidner Apartment Homes.
Both the City and Downtown Partnership are committed to working closely together with public safety agencies and community partners to monitor outcomes and refine the program. They share a focus on accountability, coordination, and care in the city's most visible public spaces. With this continued collaboration and support from various organizations, the Clean & Safe program is expected to make a significant impact on improving downtown Colorado Springs for all its residents and visitors.
