City of Bloomington Launches Community Survey with Scientific Sample

~ Bloomington Launches 2026 Community Survey to Gather Resident Perspectives on City Services and Quality of Life
The City of Bloomington has announced the launch of its 2026 Community Survey, continuing a practice that has been in place since 2017. The survey aims to gather resident perspectives on City services, priorities, and quality of life. This year's survey is being conducted by an independent research firm, aQity Research & Insights Inc., based in Evanston, Illinois.
The survey, which has historically been conducted every two years, was shifted from 2025 to 2026 in order to avoid overlapping with other major engagement efforts. These include large-scale planning and departmental surveys that were conducted last year. The City determined that spacing out these efforts would improve clarity and participation.
This is the first Community Survey being conducted under the Thomson administration. In preparation for the 2026 cycle, the City reviewed previous survey processes and public feedback related to methodology and question structure. As a result, they have selected a new consultant in aQity Research & Insights Inc., who also administered the City's 2025 Parks and Recreation Master Plan survey. Following this recent engagement and review process, the City has engaged aQity to conduct the 2026 Community Survey.

A randomized sample of households will receive a survey invitation directly from aQity on behalf of the City. The survey will be completed with a statistically valid sample size of at least 530 before being opened up for general participation. This is to ensure the integrity of the scientific sample. All respondents can rest assured that their privacy and confidentiality will be protected, and results will only be reported in aggregate form.
For residents who are interested in participating but do not receive a direct invitation, they are encouraged to keep an eye out for a mailed or emailed invitation in the coming weeks. If they are not included in the random sample, they will still have the opportunity to participate once the statistically valid survey is closed and the open participation link is released.
Residents can expect to see updated questions in this year's survey. Along with core benchmarking items, there will also be revised and new questions that reflect current community priorities and lessons learned from previous feedback.

Past Community Survey results are available on the City's website at bloomington.in.gov/communitysurvey. The full 2026 report will be released after data collection is completed and will be presented at a public meeting, with details to be announced.
The City wants to assure residents that any survey invitation they receive from the City in partnership with aQity Research & Insights Inc. is legitimate. They encourage participation from both selected households and residents who choose to complete the open participation survey.
