~ Boston Mayor's Office of Housing Requests Release of Funds for Affordable Housing Project

On December 18, 2025, the City of Boston announced its plans to submit a request for the release of federal HOME Program Funds to the U.S. Department of Housing and Urban Development (HUD). The funds will be used to undertake a project known as 50 Herald Street, located in the South End neighborhood.

The project, proposed by Beacon Communities LLC and the Chinese Consolidated Benevolent Association of New England, Inc., aims to provide affordable housing options for low-income households. The total cost of the project is estimated at $45 million, with up to $1 million coming from federal HOME funds through the City of Boston Mayor's Office of Housing (MOH).

The 7-story building will contain 117 residential units and commercial space on the basement level and a portion of the ground floor. The units will be a mix of 1, 2, and 3-bedroom apartments, all affordable to households at or below 80% area median income (AMI). Additionally, ten percent of the units will be accessible to those with mobility impairments and additional units will be accessible to those with sensory impairments.

The project also includes plans for streetscape and pedestrian improvements. However, it should be noted that the commercial elements of the project will be funded and owned separately from the residential project and will not receive any City of Boston MOH funds.

In accordance with two separate but related procedural requirements for such activities, on or about January 8, 2026, MOH will submit a request for release of funds to HUD under Title II of the Cranston-Gonzalez National Affordable Housing Act. This act allows for funding through the HOME Investment Partnerships Act.

The City has determined that this project will have no significant impact on the human environment and therefore does not require an Environmental Impact Statement under NEPA. However, the Environmental Review Record (ERR) is available for review electronically by submitting a request via email to erresponses@boston.gov.

The City of Boston welcomes public comments on the project and the ERR. Written comments can be submitted to erresponses@boston.gov and will be accepted until January 7, 2026. These comments will be considered by the City prior to authorizing the submission of the request for release of funds.

Mayor Michelle Wu has certified to HUD that she consents to accept jurisdiction of Federal Courts if necessary and that all responsibilities in relation to the environmental review process have been satisfied. This certification allows for HUD's approval of the project and use of HUD program funds for its specified purpose.

However, HUD will accept objections to its release of funds and the City's certification for a period of fifteen days following the anticipated submission date or its actual receipt (whichever is later) only on specific grounds outlined in 24 CFR Part 58. Objections must be prepared and submitted via email in accordance with required procedures and addressed to Office of CPD - HUD at cpdrrofbos@hud.gov.

This affordable housing project at 50 Herald Street is an important step towards addressing Boston's housing crisis and providing much-needed affordable options for low-income households. Mayor Wu and the City of Boston are committed to ensuring that this project meets all necessary requirements and serves as a positive addition to the community.
