Boston: Council Backs 21st Century ROAD to Housing Act

~ In a unanimous decision, the Council has adopted a resolution in support of the 21st Century ROAD to Housing Act, a bipartisan legislative package aimed at tackling the nation's housing affordability crisis. The act was co-introduced by Massachusetts Senator Elizabeth Warren and Senator Tim Scott.
The resolution, offered by Councilors Culpepper, Worrell, and Pepén, highlights the dire shortage of housing across the United States. It is estimated that there is a shortage of millions of homes nationwide, leading to rising housing costs and making it increasingly difficult for families, renters, and first-time homebuyers to find affordable housing. This shortage is particularly severe in high-cost cities like Boston, where tens of thousands of homes are needed to meet demand.
According to the resolution, the 21st Century ROAD to Housing Act includes measures to modernize federal housing programs, reduce barriers to home construction, and expand housing supply. This includes streamlining outdated regulations and providing financing tools for multifamily housing. The act also supports innovative solutions such as manufactured and modular homes in order to accelerate housing production.

One key aspect of the legislation is its aim to ensure that families have a fair opportunity to purchase homes. This includes limiting the ability of large institutional investors from acquiring excessive numbers of single-family homes. This measure aims to prevent corporate ownership from crowding out prospective homeowners.
The resolution also notes that on March 12th, 2026, the United States Senate passed the bipartisan housing package with strong support from both parties. This reflects the urgent national need to address housing supply constraints and affordability challenges.
