Bloomington/Monroe County Metropolitan Planning Organization Unified Planning Work Program

~ The Bloomington/Monroe County Metropolitan Planning Organization (BMCMPO) has announced a public review period for their Draft Fiscal Year 2027-2028 Unified Planning Work Program (UPWP). This thirty-day review will allow for input from the community and fulfill federal and state transportation planning requirements.

Starting on January 23, 2026, the BMCMPO will accept written comments on the proposed UPWP until February 21, 2026. The BMCMPO Policy Committee will then vote on adoption of the program at their public meeting on February 25, 2026 at Bloomington City Hall.

The study area for the Fiscal Year 2027-2028 Unified Planning Work Program includes the urbanized area of Monroe County, as well as the Town of Ellettsville and City of Bloomington. All individuals from these jurisdictions are encouraged to submit written comments for documentation.

In addition to addressing transportation planning requirements, the Fiscal Year 2027-2028 Unified Planning Work Program also focuses on a multi-modal approach. This includes improvements for public transit, bicycling, and pedestrian activities. More information can be found at www.bloomington.in.gov/mpo/unified-planning-work-program.

Copies of the program are available for review online or in person at the City of Bloomington Planning and Transportation Department. Written comments can be submitted to this department or via email.
