Between 2015- 2021, the IAF was incorporated in Delaware while chaired by Xiao Jianhua, a Chinese national simultaneously serving as head of CNAS-China National Accreditation Service in Beijing and legally bound under China's National Intelligence Law, Article 7 to take data-cybersecurity issue. DOE-Department of Energy and Natural Resources Canada letters from 2018 praised Xiao's CERTSEARCH system — a global certification‑data repository — creating a direct foreign‑influence and cybersecurity exposure inside U.S. government systems.

FEDERAL AGENCIES: PAYING CUSTOMERS, BOARD MEMBERS, AND NOW FULLY IMPLICATED

The DHS, DOJ, DOC, and FDA are not merely listed as "members" of ANSI–ANAB — they are paying customers, as proven by ANSI–ANAB's 2021 IRS Form 990, which documents direct federal payments into an accreditation system already compromised by the 2018 underwriter FRAUD. By financially supporting ANSI–ANAB after the fraud entered federal record, these agencies were unknowingly funding a structurally invalid and deceptive accreditation architecture. Additional federal agencies sitting on ANSI–ANAB's board as members — including the FBI, FTC, FAA, DOD, NIH, CDC, USDA, EPA, and SEC to name a few — are now entangled in the same collapse. Their membership and participation place them squarely inside the systemic failure triggered by ANAB's false "underwriter" designation on U.S. Department of State Contract 19AQMM18R0131, a misrepresentation that contaminated every MLA/MRA‑equivalent accreditation body worldwide and destabilized certification integrity across aerospace, medical, automotive, electronics, and federal procurement.

Suppliers across aerospace, medical, automotive, electronics, and defense — from mom‑and‑pop machine shops to multinational primes — have unknowingly produced parts under fraudulent accreditation for eight years-which brings to the forefront the quality of products produced under their fraudulent certification. For eight years the industries possibly produced compromise products. Investors such as BlackRock and Vanguard purchased stock in companies whose certifications were structurally invalid and fraudulent. Logistics giants including FedEx, UPS, DHL, and Amazon Air transported for eight years uncertified inventory that were manufactured in fraudulent environments. Insurers underwriting aviation risk now face exposure tied to fraudulent accreditation claims. Boeing — uncertified to AS9100 for 24 years — forced suppliers into ANAB/IAF pathways while sitting on ANAB's MSAC-Management System Accreditation committee that can grant, suspend and withdraw certification, influencing the very system that certified its supply chain. AS9100 is the standard that Boeing should of gotten instead, FAA and quality professionals state otherwise. They state the OEM-Boeing doesn't require AS9100 and just needs a FAA airworthiness certificated. This is a LIE! AS 9100 approves the rivets, components and building of the aircraft. Without AS 9100  and it third party inspection, Boeing should have NEVER built aircraft!

Because ANAB sits at the center of the Multilateral Recognition Agreement (MLA) and Multi‑Regional Agreement (MRA), the fraud did not stop at U.S. borders. Every MLA/MRA‑equivalent accreditation body — including CNAS (China), UKAS (United Kingdom), NACI (Iran), A2LA, IAS, SCC (Canada), JAB (Japan) and dozens more — became contaminated by equivalency. Every certificate issued under these bodies since 2018 is now structurally compromised. The 2026 merger of IAF and ILAC into GLOBAC does not erase the fraud; it merely rebrands the architecture while the underlying impropriety remains embedded in federal record. Rebranding will not take the fraud from ANSI-ANAB or their MLA/MRA equivalents.
