Mosquito Control Candidate Greg Fuher Raises Alarms

Over Lack of Competitive Bidding for $400,000 Vehicle Purchase
WESLEY CHAPEL, Fla. - Rezul -- Greg Fuher, a business consultant and candidate for the Pasco County Mosquito Control Board (Seat 2), is calling for immediate reform in the District's procurement processes following the Board's April 21st monthly meeting.
During the meeting, the Board discussed the acquisition of nine new vehicles, a capital expenditure estimated between $350,000 and $400,000. Despite the significant size of the purchase, no formal Request for Proposal (RFP) was issued to the public or local vendors. Instead, the District indicated a reliance on existing state contracts—a move Fuher argues sidesteps true market competition and potential savings.
"In the private sector, if you're authorizing nearly half a million dollars in capital spending, you don't just check a list and sign a check," said Fuher. "You go to the market, you leverage the size of the deal, and you fight for the best possible ROI. By failing to issue an RFP, the District is effectively leaving taxpayer money on the table and cutting out local Pasco businesses that deserve a chance to compete for this work."

Fuher, who has managed multi-million dollar facilities and large-scale fleets for industry leaders like IAA and Copart, attended the meeting as part of his ongoing "performance audit" of the agency he seeks to lead. He notes that while state contract pricing provides a baseline, it rarely represents the most aggressive deal available through competitive bidding.
The entry of a new opponent into the Seat 2 race has further sharpened Fuher's focus on board accountability. Shanon Holm, a current Assistant Secretary on the Mirada Community Development District (CDD) board, recently withdrew his bid for re-election in Mirada to run for the Mosquito Control seat.
"We are seeing a pattern in Pasco where 'board-hopping' is becoming a substitute for accountability," Fuher continued. "My opponent is currently overseeing a CDD budget that has faced significant mid-year corrections and rising costs. Now, he's seeking a seat on a separate taxing authority. I believe the voters of Seat 2 deserve a leader who stay and fixes the numbers when they get tough, not one who looks for a fresh start on a different board."
