Ivyctory Solutions Research Tops 1,000 Downloads, Spotlighting Interest in Biomedical Reform

Frontiers publication examines scientific path dependency, evidentiary standards, and policy solutions for modernizing biomedical research
BETHESDA, Md. - Rezul -- Ivyctory Solutions announced today that its scientific review, published in the international, peer-reviewed journal Frontiers in Medical Technology, has surpassed 1,000 downloads within nine months of publication, reflecting growing interest in the scientific and institutional challenges of biomedical modernization.
The publication, titled "Path dependency and the rescuing of the biomedical research enterprise," examines the historical, scientific, and institutional forces that entrenched animal experimentation in biomedical research and drug development, despite longstanding questions about its ability to predict human responses.
Beyond documenting these challenges, the review offers an epistemological examination of how scientific knowledge, evidentiary standards, and institutional practices acquire and retain authority. It advances policy considerations and institutional reform strategies aimed at overcoming scientific path dependency, improving research accountability, and accelerating the transition toward more predictive, human-relevant approaches to biomedical research and drug development.
Drawing on nearly nine decades of federal policy and scientific developments, the review introduces biomedical path dependency as a framework for understanding how historical decisions become embedded in scientific practices, regulatory standards, institutional investments, and research priorities. It traces pivotal developments, from the Federal Food, Drug, and Cosmetic Act of 1938 and the Kefauver–Harris Amendments of 1962 to major federal investments in genetically engineered animal models. The analysis illustrates how these interconnected forces can perpetuate reliance on non-human models, even as scientific evidence evolves and more human-relevant approaches become available.

The paper also examines the consequences for pharmaceutical innovation, including the approximately 90% failure rate among drug candidates that enter clinical development. It argues that entrenched research practices, institutional incentives, and regulatory inertia have contributed to an increasingly costly and inefficient drug development enterprise.
Importantly, the review chronicles a consequential policy shift beginning with the FDA Modernization Act 2.0 in 2022 and accelerating in 2025, when multiple federal agencies—including the FDA, NIH, CDC, EPA, and the Departments of the Navy and Veterans Affairs—announced initiatives supporting human-relevant research methods and reducing reliance on animal experimentation.
These developments, the paper argues, represent potentially transformative turning points in the modernization of American biomedical science.
"The significance of this milestone extends beyond the number of downloads," said Dr. Zaher Nahle, founder of Ivyctory Solutions and author of the review. "It reflects an important conversation about how scientific institutions make decisions, how outdated practices become entrenched, and what it takes to change course. Scientific progress requires more than new technologies. It requires the willingness to reexamine the assumptions, incentives, and evidentiary standards that govern research. That is how we build a biomedical enterprise that is more accountable, and ultimately more responsive to human health."
